PURPOSE

 


The Board is the body to which any person feeling aggrieved under any interpretation by the Mechanical Inspector of any of the provisions of the heating, ventilating and air conditioning code (Chapter 17 of the City of Minot Code of Ordinances) relating to installation or construction, shall have the right to appeal. Any decision made by the Board upon the technicalities of hearing, ventilating and air conditioning installation shall be binding upon both the City Mechanical Inspector and the individual filing the appeal. The Board with rule on questions of interpretation of the intent of the code, but will have no authority to abrogate, waive or change any requirements established by the heating, ventilating and air conditioning code. 

It shall also be the duty of the Board to examine all applicants for a master and journeyman installer's licenses. The examination shall be based upon a technical and practical examination to be determined by the board. Upon successful examination the board shall issue a certificate of competency to engage in the business of installing, operating, repairing and maintaining heating, ventilating and air conditioning systems. 

APPOINTMENT, MEMBERSHIP, TERM

 

 Appointed by the Mayor and confirmed by the City Council, the Board shall consist of four members. The City Engineer shall be an advisor to the board. Members shall be one holder of a city master HVAC (heating, ventilation and air conditioning) installer license, one holder of a city journeyman HVAC installer license, and two persons having no connection with the HVAC trade who shall be referred to as lay members.  The term of office shall be two years, and terms shall be so arranged that the terms of one lay member and one other member expire each year.
