Development Review Team
Background
The City of Minot’s Development Review Team offers free pre-application meetings on all land and building development projects. The Development Review Team consists of members of all City departments that review and approve preliminary proposals for land or building development projects and outside organizations that provide public services that might be impacted by a rural development project.
Development Review Team meetings take place every Wednesday at 10:00, 11:00, and 1:00 in conference room #3 at the Public Works Building (1025 31st Street SE). We give our customers one hour of time to meet with the City team and go over your proposal. The deadline to submit the DRT meeting request form and any associated materials is Noon on the Friday before every scheduled Wednesday meeting. We schedule DRT’s on a first come-first serve basis. Please be advised that sometimes our meeting slots are booked out two or three weeks in advance.
We strongly recommend that you attach a site plan, architectural renderings, and/or any pertinent information (parking studies, traffic studies, etc.) that you want the Development Review Team to review when you submit your DRT meeting request form. We also recommend that you invite your general contractor, architect/design professional, engineer, and any other pertinent parties to the DRT meeting. We offer a Teams link to anyone that is unable to attend in person.
How Does a DRT Work?
- The meeting is opened by the moderator. All parties in the room and on Teams will introduce themselves. All meetings are tape recorded. The moderator will provide meeting minutes to all parties within one to two weeks after the conclusion of the meeting.
- We ask that at least one person from your team gives a short presentation explaining what you are trying to accomplish. City staff appreciates as much detail as possible. The more information that you can provide to us, the more information that we can provide to you.
- Staff will respond with their requirements. We encourage you to interact with the staff. Do not be afraid to ask questions. Our goal is to give you all of the information that you need. We want you to be fully informed so you can make a wise decision on how you want to proceed with your project.
- If you determine that the property you initially wanted to develop isn’t the right property for your project, you are welcome to apply for another DRT meeting for a different parcel, free of charge. We strongly recommend that you hold a DRT meeting with us before you purchase property.
When a DRT is Necessary
- When you want to develop a subdivision, plat land for a future development or create a planned unit development.
- When you want to build a new commercial or industrial building, a multi-family housing project, or a mixed-use building.
- When you want to renovate an existing commercial or industrial building.
- When you want to change the use of a property or building.
- When you want to convert a vacant lot into an outdoor storage area or junk yard.
- When you have a land use that stores or utilizes hazardous materials.
- When recommended by City staff.

Other DRT Representation
In addition to the City staff, we also invite outside organizations to attend the meetings. The Minot Park District is available to discuss impact fees, pathways, and park dedication. We will invite North Dakota SHPO whenever a project involves the renovation of a historical building. The Minot Area Chamber EDC is usually in attendance to provide guidance on local and state financial assistance programs. For properties outside of city limits, but within Minot’s extra-territorial jurisdiction, we will invite the Ward County Highway Department, First District Health, and Minot Rural Fire Department to attend the meeting and provide guidance and direction for your project.
