Community Development Block Grant Disaster Recovery Program

HUD provides flexible grants to help cities, counties, and states recover from presidentially declared disasters, especially in low-income areas, subject to funds availability. Congress appropriates funding for the program to rebuild affected areas and provide crucial seed money to start the recovery process. Through the broad range of recovery activities, HUD can help communities and neighborhoods that otherwise might not recover due to limited resources.

The City of Minot received an initial allocation of $67 million in 2012 and a second allocation of $35 million in 2014 to assist the city recover from flood impacts. The areas of the toolbar above, provide details on Action Plans, performance reporting, policies, and other relevant information.

Citizen's Participation Plan & Procedures for Comments, Objections, & Complaints

Citizen participation is an essential component of the Citywide planning effort. The City of Minot strongly encourages public participation in identifying community needs. Citizens and other interested parties are given an opportunity for reasonable and timely access to information relating to the Action Plan and the use of the Disaster Recovery Funds under the Disaster Recovery Program. Non-English speaking individuals and individuals with disabilities may request auxiliary aids and service necessary for participation by contacting Chris Plank, Disaster Recovery Grant Administrator, at PO Box 5006, Minot, North Dakota, 58702-5006, or chris.plank@minotnd.gov. Section 504 Certification

The City of Minot does hereby certify, that as a recipient of HUD Disaster Recovery Community Development Block Grant funds, all activities of this grant and any federal assistance will be operated in compliance with requirements of Section 504 of the Rehabilitation Act of 1973, as amended.

As a local government with 15 or more employees, the City of Minot further certifies that it has appointed  the  Human Resources Director as the designated Section 504 Coordinator (24 CFR 8.53), and adopted a Section 504 Grievance Procedure on March 6, 2013, (24 CFR 8.53), and made posting on this Web Site (http://cdbg.minotnd.org/) and publication in the Minot Daily News as means of providing for continuing notification of participants, beneficiaries, applicants, and employees that it does not discriminate on the basis of handicap in its federally assisted programs (24 CFR 8.54). Parkview Mobile Home Park

PARKVIEW MOBILE HOME PARK – DISPLACED TENANT NOTIFICATION

The City of Minot is looking for present or former tenants of Parkview Mobile Home Park who may be entitled to relocation benefits due to the acquisition of the mobile home park for flood protection.

If you were or are a tenant of Parkview Mobile Home Park on January 9, 2024, you may be eligible for Uniform Relocation Assistance in the form of counseling and other advisory services, payment for moving expenses, and/or replacement housing payments. If you have not been contacted regarding the potential availability of Uniform Relocation Assistance, please contact CDM Smith, 1600 2nd Ave SW, Minot, ND 58701, phone: (701)837-5813 for further information.

Pursuant to Public Law 105-117, aliens not lawfully present in the United States are not eligible for relocation assistance, unless such ineligibility would result in exceptional and extremely unusual hardship to a qualifying spouse, parent or child. All persons seeking relocation assistance will be required to certify that they are a United States citizen or an alien lawfully present in the United States.
