It is recommended the City Council approve the minutes of the November 4, 2019 regular City Council meeting. 

1. Ordinance No. 5425 - Rezoning Blaisdell Bird Addition, Lots 23 & 24, Block 13 from C1 to R2
2. Ordinance No. 5426 - Amend the 2019 Annual Budget- Street Sweeper (4496)

It is recommended the City Council ratify the attached administratively approved requests.

It is recommended the City Council adopt the attached 2020 meeting schedule. 

This is an annual maintenance project to patch and repair pavement surfaces that have failed or are showing distresses. Repairing failed and distressed pavement prolongs the lifespan of the road.

Recommend approval of the final payment of $61,757.21 to be paid to Bechtold Paving, Inc.

The Minot Police Department has an outdated in-car video system with many of the units failing. The department has used the Axon Body Worn Cameras for approximately 4 years. The Axon Fleet In-Car Video System will replace the old system. The Axon product will be compatible with Evidence.com, which is the storage system used for all Axon videos. Due to the requirement to integrate with the Evidence.com system, this will be a Sole Source purchase (see attached letter). The integration of this product will streamline how evidence is shared with prosecutors and other parties. This upgrade will increase the quality of video and efficiency of locating and sharing all digital media.

Recommend approval to allocate funds to purchase an in-car video system through Axon; and Approve the expenditure of money seized or forfeited to the Minot Police Department; and Authorize the Mayor to sign the acceptance of quote and sales terms.

At the November 4, 2019 City Council meeting, the Council voted in favor of awarding the bid for the 3rd Street SE & Burdick Expy Crosswalk Improvements project. A budget amendment is required to secure additional funding needed for the project. A previous budget amendment was approved in May of 2019 for $18,937 (Ord # 5386), this is the additional amount required to award the project.

It is recommended the City Council amend the 2019 annual budget to increase equipment purchases expenditures for the 3rd St SE & Burdick Expy crosswalk improvements which will be funded with equipment purchase fund cash reserves.  

Standard Specifications and Details for Construction provide contractors, developers, engineers, and the public in general with information regarding the requirements for infrastructure construction within the City of Minot. The City of Minot’s current Standard Specifications and Details for Construction were last updated in 2013. 

It is recommend the City Council approve and adopt the 2019 Standard Specifications and Details for Construction.

The Souris Basin Planning Council (SBPC) is submitting an application to the Environmental Protection Agency to conduct assessments on all brownfields in the seven-county area serviced by SBPC. The City of Minot will provide a support role to this project by providing GIS technology, land use data, and zoning support.

It is recommended the City Council adopt the attached resolution and authorize the Mayor to sign the resolution.

The attached memo from May 2019 explains the City of Minot’s participates in FEMA’s Community Rating System (CRS) program through the National Flood Insurance Program.  It also explains the Airport’s significant open space credit to the City for this project.  In May 2019, the City Council approved a motion authorizing the Mayor to sign a concurrent use agreement with regard to the Airport’s property.

After the authorization, it was determined that a resolution approved by the City Council would be more appropriate than an agreement between City departments.  The FAA has approved the attached Resolution. 

In April of 2018, the City took over operation of both downtown parking ramps. At the May 30, 2018 Committee of the Whole Meeting, there was discussion that the rates would remain the same as they were prior to the City assuming operation, however, these rates were not formalized.

Recommend approval of the attached resolution formalizing the rates charged at the Renaissance and Central Parking Facilities.

The Minot Park District acquired approximately 240 acres, known as the Family Recreation Addition, for a future golf course and day-use park. The Developers Agreement details the expectations and responsible parties relating to the development of the Family Recreation Addition.

It is recommend the Council approve the Family Recreation Addition Developers Agreement with the Minot Park District and authorize the Mayor to sign.

It is recommended the City Council place and pass ordinance no. 5427 on second reading, amending Chapter 5 of the Code of Ordinances relating to alcoholic beverages.

This City of Minot, upon hiring City Manager Barry, entered into an employment contract with Mr. Barry on November 1, 2016.  The original contract was set to expire on December 11, 2019 but was subsequently extended 8 months leaving little time remaining on Mr. Barry’s contract.  Because of the long lead times involved in filling senior executive positions, I have spoken to City Manager Barry and he has expressed interest in extending his contract and doing so now would be most advantageous.  A few minor modifications to the contract have been proposed.

It is recommended the City Council
1. Approve the Second Amendment to the City Manager’s Employment Contract; 
2. Authorize the Mayor to sign the Amendment.

With the impending retirement of Police Chief Jason Olson on January 31, 2020, the Human Resource Department has initiated the recruitment process to fill the position. The post for this position was opened on November 6, 2019 and will close on November 27, 2019, with tentative final interviews scheduled for December 9th and/or 10th.   

Final interviews for the position will begin in a panel format with panels consisting of 4 to 5 individuals, composed of Council members and City Department Leadership.  The final interview of the top candidate(s) will be conducted by the Mayor and City Manager.  City Leadership and the Human Resource Department’s intent is to announce the replacement for Chief Olson by mid to late December.
