Each organization submits documentation annually in order to conduct games of chance at locations throughout the city of Minot. American Foundation for Wildlife has submitted documentation and received approval from the Police Chief.

Jim Alber of Moore Engineering, representing Steve Larson, property owner, requests a major subdivision final plat for the Larson’s subdivision be approved to facilitate the division of the farmstead from parent parcel.

The project will include data collection for the City of Minot’s entire pavement network. The network consists of approximately 250 centerline miles or 540 lane miles of roads, which include 61 centerline miles of arterial streets, 33.5 miles of collector streets, and 155.5 centerline miles of local streets in Minot. This data will be summarized in a report noting the condition of the pavement. The consultant will also update our network data in PAVER, allowing staff to use this data for the next 3-5 years.

Each year, the Sewer Department budgets funds for sewer main replacement in areas where old sewer mains are in poor condition. On Tuesday, March 15, 2022, bids were opened for the 2022 Sanitary Sewer Rehab Project. Below is a copy of the bid tabulation:

This is the annual maintenance project to repair and rehabilitate streets that are showing moderate to severe pavement distresses. Mill and overlays, leveling, cement stabilized base, asphalt reconstruction, and other treatments to distressed streets will improve ride and safety, and increase the pavement life.

One of the foremost critical needs identified as an outcome of community assessment post 2011 flood was lack of shelter for homeless families. It has been one of the key priorities because no such facility presently exists in Minot or the nearby region. In NDR Substantial Amendment 7, which was approved by City Council January 18 for public comment and approved by HUD March 23, $306,675 was reallocated from the Vulnerable Populations Planning Study to the Family Homeless Shelter Project. The coordinated effort among the groups in Minot with representation of vulnerable populations in bringing to fruition the Family Homeless Shelter project and commercial kitchen/food pantry has resulted in it being more appropriate and effective in the use of the Planning funds for the Vulnerable Population Action Plan in support of the commercial kitchen/food pantry component of the Family Homeless Shelter Project. This reallocation of funds is a combined recognition of the increased importance of this component of the Family Homeless Shelter project in serving the needs of Minot’s most vulnerable residents as well as the increased costs of construction resulting from the Covid-19 pandemic. As part of the efforts to bring this project to fruition before, during, and after Lutheran Social Services ceased operations, numerous local groups representing vulnerable populations in Minot joined together to support the Family Homeless Shelter Project to ensure successful completion. Many of these groups already worked in coordination to serve the vulnerable populations within our region in different capacities; and it was as a result of this coordinated effort funding to complete the Family Homeless Shelter was the most critical need of our community.

Burdick Expressway viaduct was constructed in 1979 and is in need of a rehabilitation. The project will be funded with federal funds. Thus, the NDDOT requires the City to sign a CPM agreement with the NDDOT.

Minot Fire Department was awarded funding for the FY2019 State Homeland Security Grant. The awarding agency has requested that we spend the funds that were unused at the end of the original grant period and therefore not encumbered into FY2022.

The Minot Fire Department Regional Response Team has applied for the NDDES 2022 State Homeland Security Grant. Minot Fire Department has been awarded a 2022 SHSG grant. These funds are used for equipment purchases, equipment maintenance, and training for the Regional Response Teams.

The Minot Fire Department Regional Response Team has applied for the NDDES FY2021/2022 Hazardous Materials Emergency Preparedness (HMEP) Training funds. Minot Fire Department has been awarded a 2021-22 HMEP grant for training and education to send members to classroom and hands on training opportunities at the Fire Department Instructors Conference (FDIC) and update training aids by purchasing response props and new I-pads.

The sizing of the Perkett Ditch pump station assumed the drainage from this retention area (Peterson Coulee) would ultimately get routed to the west and therefore resulted in the ability to downsize the pumps located within the station. Bids were opened on March 23, 2022 and there were four (4) bidders. The bid award recommendation as well as the tabulation of bids is attached.

The City has had ongoing yearly agreements with Souris Basin Transit to supplement the ADA services provided in conjunction with our transit system. Our contracts have been in place with them on a yearly basis since 2008. Funding for the cost of Souris Basin Transit providing the service is included in our budget for transit each year which in turn is approved by the Council.

Minot City Council had approved a revised LOA on February 7, 2022. Due to changes in leadership with the contract tower facility, additional revisions have been recommended, including updating names of the organizations involved. The LOA outlines the responsibilities and procedures that the parties must consider during emergency response situations.

This agenda item relates to a demolition contract that was entered into in December 2018 with Berger Enterprises, LLC. Per the terms of the contract, Berger Enterprises agreed to complete demolitions and site restoration on three properties in accordance with HUD regulatory requirements. Among other things, Berger Enterprises was required to, obtain and maintain performance and payment bonds during the term of the contract and during the warranty period (two years after the date when final payment becomes due). The bond requirement required during the warranty period holds the contractor responsible for repair or replacement of defective work performed under the contract.
Berger Enterprises completed the majority of the work in 2019, however, the City has not accepted the sites as final because of issues relating to insufficient grass regrowth on one of the three sites. Berger Enterprises has committed to completing the site restoration work and to providing protections during the warranty period. Berger Enterprises now requests the City agree to a contract amendment to (1) release the performance and payment bonds and (2) hold the retainage funds ($17,034.63) until the sites are accepted and during the two-year warranty period. HUD rules and regulations leave this type of decision to the local entity and nothing in those rules or regulations prohibit this recommended action.
The majority of the work on the sites has been completed for over two years, so City staff feels the City is protected from potential warranty issues by maintaining the retainage funds during that period.

Each year, the Water and Sewer Department budgets funds for water main replacement in areas where old water mains are in poor condition. The replacements for 2021 were chosen based on areas that required significant maintenance repairing watermain breaks. On Tuesday, March 29, 2022 at 11:00 a.m., bids were opened for the 2022 Watermain Replacement Project. A tabulation of the bids is below:

An Advanced Traffic Management System (ATMS) is a form of Intelligent Transportation System (ITS) that will provide a communication link to all interconnected traffic signals within the City of Minot. The ATMS will serve as a capstone signal project and tie in the recent improvements that the city has made in upgrading signal cabinets and signal controllers. Initially, this project will link 28 of the city’s 49 traffic signals together. This number will likely increase into the 40’s by the end of 2022.

Big M, LLC and EPIC Companies have filed a Tax Increment Financing application with the City of Minot to completely rehabilitate the M Building located at 123 1st Street SW in downtown Minot. The rehabilitation will provide a variety of commercial and residential uses within the building.
